In 1978/79 a near-balance on the current account was accompanied by an unemployment rate of 5 per cent. The next six years, 1980– 85, were, thanks to North Sea Oil and a depressed economy (with unemployment climbing to over 11 per cent), years of substantial surplus. But, as the level of activity increased and the contribution of North Sea Oil diminished, the current account moved swiftly and spectacularly into deficit. 4 per cent of GDP—an unprecedentedly high level—with unemployment still standing at 8.
Given these objectives, a macroeconomic policy that relies exclusively on high interest rates and a high exchange rate to contain the level of domestic demand seems singularly inappropriate. g. fiscal policy supplemented perhaps by some form of credit control. Third, mention should be made of the means by which relative unit labour costs are to be contained. By entering the ERM in 1990 the government signalled that this would have to be achieved by bringing downward pressure to bear on wage settlements.
The crucial question to ask is: are the jobs lost in manufacturing being made good elsewhere? And it is a matter not only of the number of new jobs generated but also of the quality of those jobs. Up to the mid 1970s much of the employment decline in industry did appear to be taken up by expansion in services. After 1979, however, there was a large movement of labour into unemployment, the level of unemployment reaching a peak in 1986. Over the following years unemployment fell as the economy recovered.
